My daughter the Countess just informed me that it was 20 years ago today---no, Sgt. Pepper didn't teach the band to play, but Pres. Bush #1 signed the Americans With Disabilities Act into law.
It reminded me of the story of a client---I won't say who, they're outta business now but at the time they were a big operation, with over $80 million in sales annually. The company treasurer knew he had to comply with the Act & widen one of the stalls in each of the rest rooms, but didn't wanna pay the attorneys to tell him the required dimensions of the stall. When it was suggested that I could research the answer, he was too cheap to pay for my services as well. He concluded that they were probably in compliance out at the airport, so he dispatched 2 young guys from his accounting staff & a measuring tape to the airport with instructions to measure the wheelchair-friendly stall in the mens room & report back. When they got there, somebody was sitting on the toilet taking a crap. Rather than wait, they slid the tape measure under the stall & said, "Hey, buddy, as long as you're sitting there, wouldja mind measuring that stall for us?" And that's how one of the area's biggest corporations got their rest rooms in compliance with the ADA.

I dunno, but since I work with a lotta companies it's easy to imagine this scenario. Congress forgets to put in an exemption from the braille requirement for drive-up ATM's. So having a drive-up ATM without braille is illegal, even tho' nobody intends to enforce it. The company that makes the ATM's has an entire legal dept. doing nothing all day but making paper airplanes & doing Soduku puzzles. The legal dept. advises the company to put the braille on there, coz lawyers give conservative advice. And there you have it.

It could also be said that there's nothing preventing a blind person from operating an ATM from the back seat on the drivers side.
