I've never heard anybody say "Shovel-Ready". What does that even mean?

I've never heard anybody say "Shovel-Ready". What does that even mean? That was a phrase used when the economic stimulus package was being rolled out. It meant that money was available for construction projects that were already planned and ready to go immediately - ready for the shovels to be used. The idea being that jobs would be created immediately as opposed to "hey, there's money available, why don't we figure out a project and take a year to plan it".
